Background
The consortium was developed in response to passage of Acts 301 and 302 of Public Acts of 1982, which established the Michigan Justice Training Commission and the Michigan Justice Training Fund. The Consortium established a subcommittee to investigate the feasibility of uniting criminal justice agencies within the geographic area in a coordinated in-service training effort to provide maximum use of a portion of revenue generated by the training fund.
This subcommittee investigated the MLEOTC (now MCOLES) study and prioritized training needs. Based on that study, a recommended program was developed, which addressed in-service training needs of all criminal justice agencies of the Consortium. It was determined that similar training should be provided on an ongoing basis, based on needs identified by law enforcement agencies within the geographic area served by the Consortium.
